Advocacy at Work: CB to DC Coastal Resilience Issue Team Recap

Sharon Murphy

Coastal Resilience Team Captain

When I spoke in Washington, I wanted our federal partners to see the Coastal Bend the way I see it: vibrant bays, clean air, and a community deeply committed to environmental stewardship while embracing economic prosperity and growth. We are a region that depends on its environment as much as its industry, and we’ve proven that the two can thrive together.

That’s why I championed the EPA Advance Program, advocating for the resources our voluntary air quality efforts deserve. I defended our region’s attainment status, a record we’ve worked hard to maintain, and highlighted how collaboration, not regulation, has kept our air clean.

I emphasized that voluntary partnerships like the Advance Program, empower communities to innovate without heavy-handed mandates. And when the conversation turned to NEPA reform, I made our position clear: streamline the process, yes, but never at the expense of science.

The Coastal Bend’s identity is inseparable from its natural resources. In DC, I reminded policymakers that protecting our coast means protecting our economy, our culture, and our way of life.

As a coastal community vulnerable to hurricanes and flooding, I also urged support for federal programs that strengthen disaster preparedness and resilience. Specifically, I called for:

  • Reform of the Stafford Act to streamline disaster response timelines and clarify funding rules for projects affected by duplication of authority or benefits.
  • Increased funding, especially grants, for stormwater and flood control infrastructure, which is critical to protecting lives, property, and economic stability.
  • Sustainable reform of the federal flood insurance program, ensuring affordability for residents and businesses while maintaining long-term viability.

We’re not just asking for support, we’re offering a model of proactive, community-driven leadership. The Coastal Bend is ready to lead, and we’re asking our federal partners to walk with us.
