As Texans prepare to head to the polls on November 4, 2025, one of the most significant items on the ballot will be Proposition 4, a constitutional amendment that dedicates up to $1 Billion per year from existing tax revenue to the Texas Water Development Fund for 20 years.
For communities like Corpus Christi and the Coastal Bend, where water reliability is essential to both economic growth and quality of life, this measure is particularly relevant.
Why Water Matters
Texas continues to experience rapid population growth, industrial expansion, and increased strain on existing water systems. Here in the Coastal Bend, water security directly affects:
- Economic development – Reliable water is essential for attracting and retaining business investment.
- Public health – Modern water infrastructure ensures safe and dependable service for residents.
- Environmental resilience – Drought preparedness and conservation help safeguard long-term sustainability.
With our region’s mix of industry, agriculture, and residential growth, balanced and forward-thinking water planning is vital to maintaining our momentum.
What Proposition 4 Would Do
If approved by voters, Proposition 4 would direct a portion of existing state sales and use tax revenue to the Texas Water Fund, which supports:
- Water supply and storage projects
- Modernization of aging infrastructure
- Conservation and drought response initiatives
- Rural and regional system improvements
The amendment does not create a new tax. Instead, it allocates a portion of existing state revenue when certain financial conditions are met, ensuring a dedicated and predictable source of funding for Texas water projects.
