Advocacy at Work: Congressman Cloud Secures Major Wins for Corpus Christi Army Depot in 2026 NDAA

Congressman Michael Cloud (TX-27) announced a series of key victories in the House’s advancement of the 2026 National Defense Authorization Act (NDAA), securing major investments for the Corpus Christi Army Depot (CCAD) and strengthening America’s defense posture.

The NDAA includes several provisions authored or co-led by Rep. Cloud that bolster the nation’s Organic Industrial Base, protect critical facilities like CCAD, and ensure military resources are managed more efficiently.

Key Wins for CCAD and National Defense:

  • Protecting Privacy: The Anti-CBDC Surveillance State Act (H.R. 1919), cosponsored by Cloud, was also included to prevent government-run digital currencies that could compromise financial privacy.
  • Workforce Protections: Cloud’s amendment guarantees CCAD is included in Section 342, ensuring depot employees receive the same protections as other facilities.
  • Expanded Mission Capacity: The NDAA authorizes Defense Depots to perform rotary aircraft work for the U.S. Coast Guard, opening new sustainment options to modernize and upgrade their fleet.
  • Depot Investment Reform: The legislation incorporates the Depot Investment Reform Act (H.R. 3336), co-led by Cloud, to modernize how depots are funded.
  • Financial Flexibility: Language was added to allow the Secretary of War to resolve debts or depreciated assets tied to mission changes outside depot control.
  • Accountability Measures: A mandated study and report to Congress will review Defense Logistics Agency Class IX recovery rates to ensure fairness for depots.
  • Direct Investments: $60 million is authorized for the CCAD Powertrain Facility, a cornerstone of ongoing modernization.
  • Protecting Privacy: The Anti-CBDC Surveillance State Act (H.R. 1919), cosponsored by Cloud, was also included to prevent government-run digital currencies that could compromise financial privacy.

“These are major victories for our district and our nation’s defense,” said Congressman Cloud. “The Corpus Christi Army Depot is a cornerstone of military readiness, and these provisions will ensure its continued strength and modernization. Our amendments protect jobs, increase mission capacity, and restore common sense to the funding challenges these depots face when forced to pivot by Washington mandates.”

The NDAA now heads to the Senate for further consideration.
